What is the weird "ghost" sound effect made in cartoons?

In Punch and Judy puppet shows, and in cartoons like Scooby Doo, there is this strange sound effect used for ghosts... It sounds like water in a gl being shaken, or... I can't describe it. Haha, anyway, does anyone know what the thing is called that makes the sound effect? xD Sorry... This isn't very descriptive...
