What should I wear tomorrow?

Now tomorrow I am going to a Fair Trade Seminar and I am struggling to decide what to wear Option 1: Black Dress shoes, plain tshirt, semi formal blazer, black jeans and maybe even a scarf or fedora hat? Option 2: Black jeans, puma shoes (not sneakers), Polo, sweat shirt. I am gunning more towards the option 1, just because it is a bit more formal but if needed I can dress it down plus wellington is quite a stylish city
